Café culture aims to combat the bingers

TOWN Hall planners want to bring more restaurants to the West End.
They are highlighting police figures showing alcohol-related violence is 14 times more likely to happen in clubs ahead of a consultation on changes to the licensing regime.
The council says it wants to relax the strict rules imposed in 2003 to give restaurants leeway when applying for alcohol licences.
It claims the move would help create a culture shift in the West End, ousting the binge-drinkers in favour of a continental-style café culture.
A consultation on Westminster Council’s licensing policies was launched on Monday. Cabinet member for community protection and licensing Cllr Audrey Lewis said: “What we are seeking to do is tweak the present guidelines in favour of restaurants.”
