Who has whip hand?

• EMILY Thornberry, Islington South’s Labour MP, says on her website that “Climate change is the biggest challenge of our generation”. Yet last week she voted against a bill, promoted by the 10:10 campaign, calling for the government to reduce its own carbon emissions by 10 per cent in 2010.
She has a copy of the UK Low Carbon Transition Plan on her website but it will not have any impact before 2012, by which time Labour may no longer be in government.
Emily must vote with her conscience and ignore the government whips. Islington North’s MP, Jeremy Corbyn, voted for 10:10 and against the third runway.
