Free travel means test?

• SENIOR citizens and other users of the Freedom Pass will be delighted at the announcement by Mayor of London Ken Livingstone of the extension of its use all over the country.
However, the Lib Dems have expressed a desire for funding of this scheme to be made locally and not by the Mayor of London (Free travel goes nationwide, February 15).
Is it because they fear that if Mr Livingstone is not re-elected another mayor might choose to do away with the scheme?
Or maybe it is that they would prefer to operate some sort of money-saving, means-testing of residents in order to qualify for the Freedom Pass
