Home fires burning

• BUILDERS continually burn rubbish illegally in a back garden near my home.
The smell is noxious and irritating. My children cannot play outside and we must keep all windows closed.
The council has ignored my requests for help and I have complained more than three times.
 The fire brigade say they are powerless to stop the burning and told me to talk to the builders. The builders do not speak English and so the fires continue almost daily.
 Oddly, the local pub seems to be the only smoke-free place I could go to.
