Bus left ladies out in the cold

• ON an extremely cold and windy at lunchtime, two ladies, one old (I would say mid-to-late 70s) and one mid-50s were trying to catch the 274 and missed the bus.
They ran as fast as they could to cross the road and flag the bus down and although they were between bus stops, the bus was stationary at a red light on the nearside lane and the road was deserted.
He could easily and safely have let them on. The bus driver clearly saw the ladies waving and jumping up and down and merely drove on.
The two ladies were left in the freezing cold (it was extremely cold that weekend) presumably to wait another 20 minutes for the next bus.
To give the driver the benefit of the doubt, he is probably not allowed to pick up passengers between stops for “health and safety” reasons. But why not?
Why are these people not empowered to make their own decisions about whether it is safe for them to stop or not? Does Transport for London think they are so stupid that they have no common sense or judgment? And if so, why does it employ them in the first place? After all, as we saw last week, it is an vital job in keeping London ticking.
Perhaps if these people were given a sense of responsibility they would take more pride in their work.
