Will we get a refund for unfair tickets?

• MY resident’s car permit ran out last week. I had moved recently and missed the posted reminder.
I was ticketed immediately for £120, which seems to go against the new system of fines introduced in London from July 1 (I got the ticket on July 10).
Is the council going to refund all those people who have been unfairly ticketed?
