Train manager ticketed while buying a ticket

AN OVER-ZEALOUS parking warden has ticketed a man for being 30 seconds too late to put a ticket on his car – despite watching him buy the ticket.
CG Papa, who manages Hampstead Heath railway station in South End Green was given the ticket on Tuesday morning for “failing to display a valid ticket”. The ticket was issued from 9.01 to 9.01 am.
Mr Papa, who had parked his car in South Hill Park Road, said he went to his car at 9am to buy a ticket - but found a warden already there.
He said: “I was trying to put the money into the machine and I said ‘give me a chance, this is not fair’ but he looked at me and didn’t say a word.
“Even a passer-by asked him to give me a chance but he just told him to keep out of it.”
Tory councillor Lulu Mitchell who runs a flowerstall outside the station has now taken up Mr Papa’s case with Town Hall officials.
She said: “It’s crazy to give someone a ticket when they are in the process of buying a ticket. I think there’s a lot of ignorance generally about what is allowed and what isn’t – it needs to be cleared up. Perhaps we need to stipulate a time allowance.”
A Town Hall spokeswoman said that officers were currently looking into Mr Papa’s case.
She added: “If it is found that the driver was buying a ticket at the time it would be cancelled. Obviously Mr Papa also has the right to appeal his ticket.”
